Coincidentally, I found that the Windows Logon/Logoff options were missing. How can I get them back?

Hi, it seems that the log on/off sounds have removed and disabled in Windows 8 to help improve the performance and security during startup.

What about trying this way:
Press the Win + "R" key on your keyboard. Type in "Regedit" and click "OK."
Navigate to: HKEY_Current_User/Appevents/Eventlabels in the Registry Editor
Look for "WindowsLogon," WindowsLogoff," and "SystemExit." Click on any one of these
Double-click "ExcludeFromCPL" which is on the right panel
Change the value from "1" to "0." Click "OK." Do the same deed for Windowslogon, Windowslogoff, and Systemexit selections.
Go to Control Panel through the Library shortcut in Windows. Open "Sounds," >"Sounds" tab. Select "Windowslogon," for example, and then change the sound you want under "Sounds." Click "Apply" to change the sound.
That’s it! Now the issue should be fixed.
